Serbia: East-or-West Presidential Runoff Set

The runoff election between Serbia’s pro-Western president, Boris Tadic, and the ultranationalist challenger Tomislav Nikolic, who wants closer ties with Russia, will take place on Feb. 3, the state electoral commission said. First-round results of voting on Sunday gave Mr. Nikolic 39 percent and Mr. Tadic 35 percent.
