The solemn ceremony as Carnival festivities got under way was part of a campaign for better working conditions that has thrown the force into disarray in recent weeks. About 50 officers offered to resign this week and 11 were dismissed in the fallout from another protest last weekend. Sergio Cabral, the Rio Governor, pledged that security for the estimated 700,000 Brazilian and foreign tourists would not be compromised. <i>(Reuters)</i>
